WELLINGTON.  Sumner county has a sheriff so mean that, according to one of the Wellington papers, he compels a poor, demented, defenseless, sick man, who has been adjudged insane by a court and jury, to walk five miles while conveying him to the insane hospital, in order to save one dollar on account of carriage hire.

Decency and humanity draw the line there, particularly when it would be no expense to the sheriff. Who knows but he has presented a bill to cover the expense of a carriage for five miles of travel?
